Comment on the criminality and corruption of AFP and PNP

The tyrant Duterte publicly incites the military to kill rebel suspects and the police to kill drug suspects, encouraging them to frame up the victims, assuring the murderers in authority with presidential protection and actually rewarding them with cash rewards and promotions in rank.

The inevitable result is the rampant criminalization and corruption of the military and police. The criminal and corrupt military and police officers and personnel demonstrate their loyalty to Duterte as their criminal overlord. But under the influence of the far bigger rackets of Duterte and his highest trustees, the lower officers also run their own rackets to increase their illegal income under the cover of Oplan Kapayapaan and Oplan Tokhang.

They engage in murder for hire in connivance with comprador firms, hacienderos and political crooks. They extort money from those they arbitrarily misrepresent as rebels or drug addict-pushers, use the same tricks of extortion to rape women and recycle illegal drugs for purposes of sale and further frame-ups.

Duterte is institutionalizing a Mafia-type of government, with governors and generals as criminal and corrupt as him getting the protection, illegal income and the promotions, while those perceived as disloyal or unreliable are put aside or even charged with crimes and disposed of.

Duterte himself is accountable for the criminalization and corruption of the military and has totally discredited his own regime and its entire military and police. In his mad obsession to present himself as a strong man and push his scheme of fascist dictatorship under the cover of bogus federalism, he has failed to intimidate the people but has earned their contempt and hatred.

Thus, there is far greater desire of the people for revolutionary change against the semicolonial and semifeudal ruling system, which is now more rotten than ever before under a brazenly criminal, violent and immoral regime.

SINCE DUTERTE TOOK OFFICE | 56 cops involved in abuses vs. women -CWR

(OCTOBER 31, 2018) – The latest study by Center for Women’s Resources (CWR) revealed that 56 policemen have been involved in cases of violence against women since President Rodrigo Duterte assumed office.

The report, which covers July 2016 to October 2018, found that cops were involved in 33 state-perpetrated cases in forms of catcalling, sexual harassment, physical assault, rape, and blackmailing, among others.

Of the recorded cases, 13 involve victims who are 17 years old and below. The research body also noted that almost half of the cases (16) are on rape, while seven are on acts of lasciviousness.

“It is appalling how the authorities become bolder in committing abuses against women and minors. This only exemplifies the Duterte administration’s low regard for women’s rights,” CWR executive director Jojo Guan said, citing that some of the police involved in abuses came from the same cities or provinces.

DRUG-RELATED

Meanwhile, the CWR also found that 12 of the cases are drug-related, which means that the victims were either drug suspects, relatives of drug suspects or were assaulted during drug-related operations.

These include the case of P01 Eduardo Valencia of the Manila Police District Office, who came under fire for raping a 15-year-old daughter of drug suspects.

Apart from the said incident, the CWR also monitored a case of an 11-year-old harassed by four cops in Sampaloc, Manila during a drug operation last March.

“Abuses against women continue because these scalawags are able to get away from their crimes. When the abuses continue and the perpetrators remain scot-free, this shows how the government protects and covers up their messes,” Guan said.

The research institute, though, lamented that it has only monitored one case of dismissal from service due to abuses. This involves the case of six cops who raped an inmate charged with illegal possession of drugs in Olongapo.

The rest of the cases, according to CWR, were either dropped or not pursued, while most of the police officers involved were only relieved or reassigned to a different police station.

“We dare the PNP to release the list of cops who are involved in abuses against women and minors, and to reveal the statuses and results of the investigations conducted,” Guan said.
