ILPS CONGRATULATES THE PEOPLE OF NEPAL
AND THE COMMUNIST PARTY OF NEPAL (MAOIST)
FOR THE PROCLAMATION OF THE REPUBLIC

The International League of Peoples' Struggle (ILPS) wishes to express warmest greetings of solidarity and congratulations to the people of Nepal and to the Communist Party of Nepal (Maoist) and other parties in the Constituent Assembly for abolishing the feudal monarchy and proclaiming the republic of Nepal.

We hope that further fundamental changes be made in the political, economic, social and cultural fields in order to eliminate all the exploitative and oppressive ramifications and vestiges of the feudal monarchy. We look forward to an accelerated series of decisions and actions to abolish royal and feudal privileges and to advance the people's democratic revolution.

The people of Nepal and all anti-feudal and democratic forces must keep up the momentum of revolutionary democratic changes under the leadership of the Communist Party of Nepal (Maoist) not only through the Constituent Assembly and a new government but also and even more importantly through the revolutionary mass movement in the plains and in the hilly and mountainous regions.

The key fundamental change to be achieved through the mass movement is genuine and thoroughgoing land reform linked to a program of developing industries and the infrastructure. Such land reform liberates the peasant masses economically, socially and politically and puts them in close alliance with the working class. It militates the peasant associations and people's militia all over Nepal to augment and support the people's army or a national army that results from the integration of the people's army and the old army.

After proclaiming the democratic republic, success in agrarian revolution is necessary to strengthen the basic worker-peasant alliance as the foundation of people's democracy. It enhances the ability of the people and the revolutionary party of the proletariat to reorient and reorganize the personnel of the old regime, overcome the reactionary obstacles and build the people's democratic state.

The people of Nepal and the Communist Party of Nepal (Maoist) have been successful in abolishing the feudal monarchy and establishing the republic because they have a people's army and have won brilliant victories in the people's war from 1996 onwards and because they have also carried out the policy and tactics of the united front for expanding the strength and influence of the revolutionary forces and for defeating their enemies one after the other.

We wish the people of Nepal to make further revolutionary advances along the general line of people's democratic revolution and to avail of all the opportunities for further development in the economic, social and other fields in the modern world. We wish the republic of Nepal to flourish in being independent, democratic, socially just, prosperous and peaceful.

We are confident that the people of Nepal are ever ready under the leadership of the Communist Party of Nepal (Maoist) to uphold, defend and promote their national and democratic rights and interests against imperialism and the reactionary forces. They have rich and victorious revolutionary experience of self-reliant struggle. Their cause is just and therefore they enjoy abundant support from the people of the world. ###
