On the Anti-communist Resolution of Parliamentary Assembly of Council of Europe

The Parliamentary Assembly of the Council of Europe approved on 25 January 2006 Resolution 1481 (2006), titled
"Need for international condemnation of crimes of totalitarian communist regimes".
This resolution seeks to whip up an anti-communist hysteria, concurrently with the anti-terrorist hysteria, in order to
justify the offensives of the class dictatorship of the bourgeoisie and imperialism against the proletariat and people of
the world and in order to reinforce the political and legal infrastructure for fascism and wars of aggression under the
pretext of defending human rights.
The resolution is premised on the patently false claims that the communist and workers' parties, which have established
socialist states, have murdered hundreds of millions of people in the name of the class struggle and the class dictatorship
of the proletariat. The imperialist authors of the resolution use their lies to obfuscate the monstrous crimes of the
bourgeoisie, from the period of the primitive accumulation of capital through the exploitation of the working people
down to the current era of modern imperialism.
Bourgeois democratic thinkers in the eighteenth century in France were the first to put forward the theory of class
struggle after recognizing the reality of it. On the basis of the history and circumstances of class struggle, Marx and
Engels came up with the principle of the class dictatorship of the proletariat (workers" state) in the nineteenth century
in contention with the class dictatorship of the bourgeoisie (capitalist state).
In the 20th century and thereafter, the monopoly bourgeoisie has been responsible for the most brutal forms of state
terrorism (especially fascism) perpetrated by imperialist states and their puppet states and for the inter-imperialist wars
like World War I and II and for wars of aggression against the people in colonies and semicolonies. The imperialist countries
have used aggression, economic blockades and military encirclement against countries asserting national independence and
building socialism.
Even in the absence of armed revolutionary movements for national liberation and socialism, the imperialist powers and their
puppet states exact a heavy toll on the working people through the violence of daily exploitation. It is precisely because of
the unceasing exploitation and oppression by the imperialists and their lackeys that the broad masses of the people rise up
in armed resistance for national and social liberation.
Since their emergence in world history, genuine communist and workers' parties have taken the leading role in arousing,
organizing and mobilizing the proletariat and people in the struggle for national liberation, democracy and socialism. The
Soviet Union led by the great Stalin and the revolutionary movements led by the great Mao and other communists in Asia,
Europe and elsewhere brought about the defeat of the fascist powers. Further on, they fought against the rapacious and
bellicose policies and acts of US imperialism and its camp followers after World War II.
We must debunk the fallacious propaganda originating from US imperialism that peaceful submission to monopoly capitalism is
moderation and that fascism is extremism on the right while communism is extremism on the left of monopoly capitalism.
Fascism is the direct extension of a monopoly capitalism driven by its crisis to resort to the most brutal and anti-democratic
methods in suppressing the people. Even when the people are still seeking to realize the national democratic and socialist
stages of the revolution, communism is the highest social aspiration of the people that is aimed at eliminating ultimately the
scourge of imperialism and fascism.
The genuine communist and workers' parties and socialist states have made the greatest contributions to the cause of national
liberation, democracy and socialism in the 20th century and thereafter. The imperialists cannot succeed in burning the records
of these contributions. The revolutionary parties of the proletariat are striving to recover from the adverse effects of revisionist
betrayal and capitulation to imperialism and are becoming stronger precisely through struggle against the sole superpower, US
imperialism, and its accomplices in aggression and plunder.
The imperialist powers and their political agents themselves admit their fear that the communist and workers' parties are resurgent
in several countries. Thus, they are using the anti-communist hysteria in concurrence with the anti-terrorist hysteria in order to
deflect attention from the root causes of the worsening crisis of the world capitalist system, to drum up chauvinism, racism and
fascism and to demonize and stigmatize the communist and workers' parties and the people's movements for national liberation,
democracy and socialism.
The broad masses of the people and all their democratic forces must stand up and fight against the systematic imperialist offensive
to repress them in the name of anti-communism and anti-terrorism. Such offensive is meant to intimidate them and to prevent them
from advancing further in the struggle for a better world that is free, democratic, socially just, prosperous, progressive and peaceful.###
