Reports coming from various sources have cast doubts on the official version issued by the Indian authorities on the said incident. The Indian government has often been guilty in the past of announcing "fake encounters" misrepresenting the massacre of civilians as armed encounters between government security forces and Maoist fighters.

In response, I declare that I will certainly return home when a significant advance in the peace negotiations has been achieved within the framework of The Hague Joint Declaration and when my comrades and lawyers are satisfied with legal and security precautions.

For the first time in the history of the NDFP, we refrained for about a year (2016-17) from denouncing the Duterte regime as a puppet reactionary regime to give it a chance to prove what Duterte meant by proclaiming himself to being ¨Left¨ and ¨socialist¨; being against the US and the oligarchy; and being for reforms and for an independent foreign policy.

Such an unlawful act by these states against another sovereign state constitutes the crime of aggression-- considered as the supreme international crime and the worst kind of terrorism against the aggrieved state and people. UN Secretary-General Antonio Guterres called on all states to respect the UN Charter after the three aggressor states launched their missile attack even without the approval of the UNSC and warned against escalating the situation in Syria.

The resumption of peace talks between the GRP and NDFP negotiating panels is needed precisely to deal with substantive issues and complaints.In the same round of formal talks, as well as in preceding consultations, the panels can present conflicting positions and subsequently seek to solve the problems on mutually acceptable grounds.

The NDFP is sincere in engaging in peace negotiations with the GRP in order to obtain comprehensive agreements on social, economic and political reforms to address the roots of the armed conflict and lay the basis for a just and lasting peace in accordance with The Hague Joint Declaration

The GRP and NDFP as negotiating parties must comply with agreements already signed and approved by them, such as The Hague Joint Declaration, JASIG, Joint Agreement on the Reciprocal Working Committees, CARHRIHL and others. In resuming the peace negotiations, these agreements must be reaffirmed and followed. Obstacles and hindrances to the peace negotiations must be done way with
