Message to the Solidarity of Peasants Against Exploitation

I am deeply pleased to know that you are holding your second congress. On this occasion, let me convey to you my warmest greetings of solidarity.

I congratulate you for all your achievements since the first congress. On the basis of these, you can strive for greater victories. You take stock of both your strengths and weaknesses.Thus, you come to know well your own capabilities and plan realistically how to increase them.

I am confident that the current congress can show the way for STOPEX to become a stronger organization of the peasant masses of the Ilocos region and to raise higher the flag of the Kilusang Magbubukid ng Pilipinas (KMP) in the region.

It is fine that your theme calls on the peasants to firm up their unity, to persevere in their struggle for their rights and livelihood and win greater victories. You must constantly arouse, organize and mobilize the peasants.

I presume that you have been doing social investigation among the peasants and in the process you have been learning from them. You must know their basic problems, needs, demands and aspirations. Thus, you are in a position to arouse them.

You must determine the priority areas for organizing the peasants. These areas are where the feudal and semi-feudal conditions are most severe and where the peasants are most receptive to organizing. But you must cover more and more areas as you develop more organizers through practice and schooling.

The stronger your organization is by having more chapters and members in the barrios, you are in a better position to mobilize both the organized and spontaneous peasant masses for campaigns to uphold their democratic rights, promote land reform and production, improve health conditions, raise the cultural level and do everything else possible that is beneficial to the peasant masses.

From the interaction of solid mass organizing and mass campaigns, you should be able to increase your strength and bring soonest the benefits of the mass movement to as many peasants as possible.

The ever worsening crisis of the world capitalist system and the domestic ruling system of big compradors and landlords inflicts ever more intolerable suffering on the peasant masses and the entire Filipino people. At the same time, it drives the oppressed and exploited masses to wage all forms of resistance, including armed revolution. The current conditions are favorable for developing the subjective forces of the revolution and for carrying the Philippine revolution forward.

I wish you all the success in encouraging the peasant masses of the Ilocos region to participate in the current nationwide struggles against the US-directed Arroyo regime. I hope that STOPEX will become an ever stronger part of KMP and the whole movement of the Filipino people for national freedom and democracy against foreign monopoly capitalism, domestic feudalism and bureaucrat capitalism.###
