Estrada is already finished, as a consequence of the
disintegration of the LAMP coalition in the House of
Representatives and the Senate. The numbers in Congress have
drastically changed against him, so much so that he must resign

Status of the GRP-NDFP Talks
The exploratory talks between the National
Democratic Front of the Philippines (NDFP) and the
Government of the Republic of the Philippines (GRP), which
started in 1990, have reached the point where formal
negotiations are set to begin on June 1 in Brussels,
Belgium. Since 1990, there have been important agreements
ensuring equality in legal footing and in the interface of
the two sides: The Hague Declaration of 1992, The Breukelen
Joint Statement of 1994 and the Joint Agreement on Safety
and Immunity Guarantees (JASIG) of 1995 and the ground
rules. What remains to be discussed and agreed upon before
June 1 are the formation, sequence and operationalization of
the reciprocal working committees (RWCs).

actions, ranging from reprimand through suspension to
expulsion from the Party. Punishments like the death sentence
are decided by the People's Court and not by the Communist
