Der seit 1987 im niederl�ndischen Utrecht im Exil lebende Filipino Jos� Maria
Sison ist endg�ltig von der EU-Terrorliste zu streichen. Das hat in der
vergangenen Woche das Gericht Erster Instanz der Europ�ischen
Gemeinschaften (ECFI) in Luxemburg entschieden. Auf diese Liste
war Sison am 28. Oktober 2002 auf Antrag der Niederlande vom
EU-Ministerrat gesetzt worden. Dieser zieh ihn der F�hrerschaft der
Kommunistischen Partei der Philippinen (CPP) und ihrer Guerillaorganisation,
der Neuen Volksarmee (NPA), und machte ihn f�r Auftragsmorde an
Exgenossen in den Philippinen verantwortlich. Die Richter des ECFI
begr�ndeten ihr Urteil damit, es sei nicht bewiesen, da� der Angeklagte
in terroristische Aktivit�ten verwickelt ist, und seine Listung gen�gte nich
den Anforderungen von EU-Richtlinien. Auch h�tten Sisons Konten nicht
eingefroren werden d�rfen, solange der Inhaber nicht rechtskr�ftig
wegen terroristischer Aktivit�ten verurteilt oder zumindest kein
entsprechendes Ermittlungsverfahren gegen ihn eingeleitet worden
ist.

The following is the presentation made by lawyer Ameh Sato of the Public
Interest Law Center (PILC) during a forum held by Pagbabago! at UP Diliman
on May 21.
As early as 2002, the Arroyo administration has launched war against its critics
in the progressive forces, with the implementation of the so-called Oplan Bantay
Laya which is in line with the US global war on terror. Essentially the same as
the counter-insurgency programs of the previous administrations, Oplan Bantay
Laya, however, targets not only the insurgents but also political activists and
leaders and members of the legal progressive organizations, including the
progressive party-list representatives.

THE NETHERLANDS The chief political consultant of the National
Democratic Front of the Philippines (NDFP), which has been engaged in
on-and-off peace negotiations with the Government of the Republic of the
Philippines (GRP) since 1986, has derided new Armed Forces of the
Philippines (AFP) chief of staff Lt. Gen. Victor Ibrado for
daydreaming about finishing off the communist insurgency by 2010,
when President Gloria Macapagal-Arroyo is expected to step down after
completing her term.

and socialism, against imperialist globalization, is a huge learning experience.
It's like a major refresher course in Marxism-Leninism, in Philippine history,
society and revolution, indeed in world history, society and revolution, all
in one. Most of the articles in this volume I had read before. I also had
already had the opportunity and the luck of having assisted to many an
education course or a conference given by Joma. And yet, going through
this volume, it struck me more than ever before how great a teacher Jose
Maria Sison really is.

Peoples� Struggle. He is a highly regarded commentator not only on Philippine
affairs but also on international affairs, from the perspective of the oppressed
people and nations of the world.

MANILA, Philippines -- Self-exiled Filipino communist leader Jose Ma. Sison on
Friday said he was unperturbed by the Dutch court�s order giving prosecutors
the go-ahead to pursue inquiry into his alleged involvement in the killings of
two erstwhile comrades in the Philippine communist movement.
This as Sison and his lawyer Michiel Pestman derided as "more of the same
rubbish" the evidence presented by the prosecutors during the May 20
hearing of his complaint that the inquiry has been unnecessarily prolonged.

The Hague. They stayed in the Amsterdam budget tourist hotel Tourist Inn
at the Spui [downtown Amsterdam], the members of the Filipino 'hit team'
which came to The Netherlands in October 1999 in order to perpetrate a
political murder. Their target was Jose Maria Sison, the rather elder Filipino
Communist leader who has resided in Utrecht as an exile since 1987. Two
men, with several thousand dollars cash and travelers checks. They had landed
in Frankfurt and travelled by train to Amsterdam. There they bought two
prepaid mobile cards and rented a car at Avis.

Een nieuw jaar, nieuwe kansen. Dit jaar ga ik regelmatig verslag doen van
GroenLinks avonturen in de senaat (op het Binnenhof ook wel aangeduid
met �de overkant�). Een goede aanleiding voor een nieuwe start is, opnieuw,
een uitstapje: sinds deze week ben ik lid van de Parlementaire Assemblee van
de Raad van Europa. Eerst leek het erop dat we Leo Platvoet niet konden
opvolgen, omdat we simpelweg te klein waren geworden. Gelukkig was
PvdA zo galant om een zetel aan ons af te staan. Ik zit in de commissies
migratie en vluchtelingen en de commissie gelijke rechten voor vrouwen
en mannen. De afgelopen dagen ben ik op zoek gegaan naar de andere
negen Groenen, want die zitten hier over meerdere fracties verspreid (uit
Duitsland, Luxemburg, IJsland, Estland, Zwitserland, Oostenrijk en Denemarken).
We zijn voor het eerst in de Raad van Europa geschiedenis bij elkaar gekomen,
en hebben afgesproken dat we een soort werkgroep gaan vormen, die elke
plenaire sessie bij elkaar komt. We kunnen zo idee�n uitwisselen en strategie�n
bespreken voor een grotere groenlinks invloed. We merkten op dat dit het
enige gremium is waar groene nationale parlementari�rs elkaar ontmoeten;
wie weet kunnen het gebruiken voor uitwisseling over nationale politiek en
over het be�nvloeden van nationale standpunten in de Raad van de Europese
Unie. Nou ja, eerst maar eens beginnen.

have criticized the European Union's terrorism watch list [text, PDF] as unfair and opaque,
saying that the process for adding names to the list should be changed, according to
Wednesday media reports. The comments came during a debate on a November 2007
report [text; JURIST report] by Rapporteur Dick Marty [personal website; JURIST news
archive] that found that the list violates basic human rights by not informing individuals
or groups when they've been added to the blacklist or giving them an opportunity to

Joint meeting LIBE-DROI on terrorist blacklists

On Monday 18 February in Strasbourg (19.00-20.30), the LIBE and DROI committees
will hold an exchange of views with Mr Dick Marty, Chairman and rapporteur of the
Legal Affairs and Human Rights Committee of the Parliamentary Assembly of the
Council of Europe, on "the United Nations Security Council and European Union
blacklists" (PACE resolution: 1597 (2008)). The Parliamentary Assembly of the
Council of Europe (PACE) considers that the procedures used by the UN Security
Council and the EU to blacklist individuals and groups suspected of having connections
with terrorism violate basic rights and are "completely arbitrary". Its members accordingly
insist that they must be reviewed "to preserve the credibility of the international fight
against terrorism". The purpose of this meeting is to share information on the judicial,
institutional and political perspectives of this important question, also related to the
protection of fundamental rights.

Five years ago, the George W. Bush regime of U.S. imperialism, the world's
number #1 terrorist, placed Jose Maria Sison on its "terrorist list." Philippine
President Gloria Macapagal-Arroyo (GMA), Bush's most loyal puppet in
Southeast Asia, wholeheartedly concurred with this listing, despite the fact
that the Philippines had no law covering such a designation and that Joema
Sison had no criminal charges of any kind pending in the Philippines or
anywhere else. The European Union, emphasizing the partnership aspect
of its imperialist partnership-rivalry relationship with U.S. imperialism, also
placed Joema on its terrorist list. Since he had been living in the Netherlands
for more than a decade as a political exile from the Philippines, this last
designation had a direct impact on the lives of Joema, his family and friends

Philippines in 2003. According to his wife, they broke down the front door without
bothering to ring or knock, bruising her arm as they prevented her from making

Together we reside at Rooseveltlaan 778 in Utrecht.
In the morning of 28 August at around 8:45, my husband left
for a 9:30 appointment at the Overvecht police station. A
person who identified himself as Mr. Vogel had arranged the
appointment through a telephone call to my husband on Friday,
24 August. The caller said he was seeking an appointment because
of new developments on a case which my husband lodged with the
police in 2001.

The University of the Philippines College of Arts and Letters (CAL) was founded
in 1983 after the UP College of Arts and Sciences (CAS) was reorganized.
Previously, UP CAL was an integral component of the UP College of Philosophy ,
Science and Letters (1910). On 30 June 1911, the College was renamed the
College of Liberal Arts and Sciences. The CAS offered the humanities, social
sciences and natural sciences as fields of specialization. On 30 September 1976,
the Reorganization Plan of the College of Arts and Sciences resulted in the
creation of three divisions, namely: the Division of Humanities, the Division of
Science, and the Division of Social Sciences and Philosophy. The Division of
Humanities consisted of five Departments : the Department of Humanities
(now Art Studies), the Department of English and Comparative Literature,
the Department of Spanish (now European Languages), the Department of
Filipino and Philippine Literature and the Department of Speech Communication
and Theatre Arts. These departments are now connected with UP CAL.

Just last week, Gen. Jovito Palparan, of the Armed Forces of the Philippines (AFP) told the "Defense" Committee of the House of
Representatives of the Philippines: "The enemy is everywhere in Samar Island." By "enemy" he meant the Maoist guerrillas of the
New People's Army (NPA). Fifty to sixty percent of the population of Samar sympathize with the NPA, added Palparan, explaining
army killings of civilians on this island jutting out of the archipelago between Luzon and Leyte. He might understate NPA support.
Mao Zedong famously stated that the relations between the Chinese People's Liberation Army and the masses of people should be
like the relationship "between fish and water." The Filipino communists seek to replicate the Chinese experience, by establishing
limited control over liberated zones that transform peasant life in ways that broaden support for the revolution and allow the guerrillas
to operate among the people as easily as fish swim in the sea. The ultimate goal is to combine urban insurrection and the surrounding
of the cities by the peasant-based army to accomplish the seizure of power and begin building socialism. Gen. Palparan, known locally
as "the butcher of Mindoro," must find the Maoists' successes on Samar deeply frustrating.

and the record of U.S. association with the Contras of Nicaragua,
the Mujahadeen of Afghanistan, Angola's UNITA, the Kosovo Liberation

the US superpower by global civil society." This is nothing new. For years Bello has been a

NGOs and social-democratic parties (such as Lula's Worker's Party in Brazil). In order to pursue

With a single stroke, Jose Maria (Joma) Sison, a Philippine
political refugee in the Netherlands, is penniless and homeless.
When he wanted to pay his bill in the Albert Hein supermarket or
for his dentist, he noted that his bank account was blocked. On
the 12th of September, he got a letter from the
municipal government of Utrecht. It was a shock: the letter
announced that his social benefits, including housing, had been
stopped. These are all consequences of the latest
"anti-terrorist" measures of the Dutch government,
issued on the request of the United States. Rumors have it that
the US may soon demand for the extradition of Sison. This
combines with an international smear campaign in the mass media
against him and against the entire Philippine revolutionary

The fall of the Berlin Wall was supposed to inaugurate an era of
universal peace. Twelve years later, the world is further away
from peace than ever. Irak, Somalia, the Congo, Afghanistan,
Palestine, Irak again are only some of the countries struck by
the horrors of war. With Yugoslavia, even Europe is not spared.
The most powerful country in the world today openly threatens to
use nuclear weapons against nations which do not possess them.
At the same time, unemployment is still on the increase and
living conditions for the masses are going more and more
